On 1), it pays to know your opponent. I have seen 3-level openings at favorable vulnerability with some really ratty 6-card suits. I might be tempted to bid 3NT against one of these players. Otherwise, I think the normal response of 4C is the reply. I would not pass even though partner is in the pass-out seat.
On 2), partner's double was for penalty. It shows at least one minor suit controlled and values. It is not a takeout double. Although I am not interested in trying to penalize 3C, I think it is best to wait and see what partner does next. I pass.
